Sanctuary, Inc.

Sanctuary Incorporated was founded on November 1971 by Father Robert Phelps and Mr. Luis Martinez, who later became the organization’s first Executive Director. Together, they wanted to create a safe haven that was conducive to the growth and development of the overall well-being of youth, and provide comprehensive resources to strengthen families.

As an alternative to detaining youth in Guam’s correctional facility, Father Phelps and Mr. Martinez becan to ask members of the community in the southern villages to house youth temporarily. This initiated the founding of Sanctuary Incorporated of Guam.
